2025 Intergovernmental Conference of the Global Convention

In 2025, the plenary body of the 2019 Global Convention (i.e., the Intergovernmental Conference) adopted Operational Guidelines to support the implementation of this international instrument.

These guidelines intend to buttress the objectives and principles of the Global Convention while also providing common understanding among its State Parties about key terminology. Beyond explicating the functioning of the Intergovernmental Conference and its Bureau, the Operational Guidelines were designed to support the respective competent authorities that will implement the provisions of the Global Convention domestically. In addition, the Operational Guidelines bring up the modalities for monitoring the implementation of this international instrument and assessing its impact.

How can we find other initiatives supporting the implementation of the convention?


Over the years, a considerable number of initiatives and tools have been developed by various organizations to promote best practices in the implementation of the convention.

In the pan-Canadian context, CICIC has undertaken a number of important initiatives through its Building Bridges project, including ones that support consistency and portability of credential assessments.
